State or other governmental library agencies charged with extending and developing public library services within their jurisdictions are eligible, along with library consortia that coordinate resources across multiple libraries and improve services delivered to users. Library associations that operate on a permanent basis and work to advance the well-being of libraries and the profession at national, regional, state, or local levels can also apply.
