For example, a parent organization responsible for administering a library, such as a school district, municipality, state agency, or academic institution, can apply on the librarys behalf. Academic or administrative units (such as a graduate school of library and information science within a higher education institution) may apply through their institution. Digital libraries can be eligible as well, as long as they make materials publicly available and provide real library services like selection, organization, description, reference, and preservation under the supervision of at least one permanent professional staff librarian. State or other governmental library agencies charged with extending and developing public library services within their jurisdictions are eligible, along with library consortia that coordinate resources across multiple libraries and improve services delivered to users. Library associations that operate on a permanent basis and work to advance the well-being of libraries and the profession at national, regional, state, or local levels can also apply. In addition, Native American tribal organizations may apply if they meet the same eligibility requirements described above.
